Method using Photoshop CS3, but am sure other versions are similar.

Open up image and make sure you can see the edges of it.

Create a new layer (name it outline - or anything you - as long as you know what it is.

Select the whole image (Ctrl + A)
Make sure you have the outline layer selected and select Edit/stroke from the drop down menus. In the dialogue box set the width - I used 5 px and colour as black.
Set location dialogue to inside.
That will now place a black edge to the image.

You can now flatten the image layers.

To Create space (a border) around the image to place some text

Double click the background layer - rename if you need to
Create a new layer, call it Canvas

Drag the canvas layer below the background copy layer

Go to Image/ resize/ Canvas size

Select relative in the dialogue box
Choose the units you want to work in and decide on the width of border you want - so if you want a 1.5 cm border all around then you want 3cm in the boxes. (1.5 eaach side). Click OK.

To put title on bottom, you need to add a little extra space so
again
Go to Image/ resize/ Canvas size
but this time click the up arrow in the nachor graphic bit of the box.
In the height enter the extra space required, leave the width at 0
Click ok - you will now have some added border at the bottom.

Select the Canvas layer and go to
Edit/fill and choose colour to compliment your image - recommend a colour that is used in the image - or whatever you feel is right.

Select the horizontal type tool from the pallete and choose the font and size to your requirements (experiment). Click roughly where you want the text to be and then type your title. Click the tick mark at the top to finish.
Use the move tool to place the title properly.

You can add drop shadows etc - look at the effects pallette and layer styles - experiment andd have fun.

Will look at editing this at a later date to add some graphics to the script.
